The HEC is not only responsible for higher education policy but also the building of new universities and uplifting of old universities in Pakistan. Within 17 years (2002-2019) 142 universities established. Most of these universities have good infrastructures, national and international faculty, trained non-teaching staff, research facilities, libraries with books of foreign authors, science and art laboratories etc.
The tertiary education in Pakistani universities is now shifted to the semester system in which course content formation, lecture delivery, paper formation, paper marking and grades all done by the same instructor. About 80% of teachers are doctoral degree holders and also have foreign education experience. The Higher Commission of Education (HEC) in Pakistan focus on improving teaching and promoting research work in universities.
